Speaking on talkSPORT, Joe Cole said: "It's a transitional time for Chelsea at the moment, we know that. There are many young players.
"Watching them develop, when I watch them play, I want to get on there with them. I want to help them. There is so much talent there, so much potential.
"If I was advising the board, I'd say that we've bought these youngsters, spent the money, let's bring in some experienced players to set the tone.
"I'm thinking is Luka Modric out of contract at Real Madrid? Does he want to play in England for one more year. Toni Kroos, does he want to test himself?"
Chelsea's new ownership have focused on signing youngsters β teenagers sometimes β leading to a lack of experienced players at Stamford Bridge.
However, bringing in Modric and Kroos could not be the best idea given how the 38- and the 34-year-old could struggle physically in the Premier League.
