"Rashford's arrival into camp had initially been delayed to allow for further assessment on an injury sustained last weekend but the Manchester United forward will now not meet up," the Football Association's statement reads.
Marcus Rashford suffered a shoulder injury in the Everton win on Saturday. He was expected to join up the England squad on Thursday. The 23-year-old, however, will now miss the upcoming Nations League clashes against Belgium and Iceland.
Wolves centre-back Conor Coady will also sit out this month's international break due to Covid-19 restrictions.
"To lose both is disappointing," the Three Lions' boss Gareth Southgate said of the pair's withdrawal.
"We had some doubts about Marcus following the weekend, we hoped he might progress but that hasn't happened."
