Barcelona would only sign Kalvin Phillips if he significantly cuts his salary while Manchester City agree on a simple loan, report Mundo Deportivo's Fernando Polo and Roger Torello.
The club consider the deal very difficult but not impossible.
Deco is pushing for the move. Barca's sporting director believes Phillips would suit the team well as he's mostly a defensive midfielder, not a central one. Besides, he knows the Englishman well as a teammate of his former agency client Raphinha.
Manchester City are ready to let the 28-year-old go in January. However, it's unlikely they will agree on Barca's terms.
Pep Guardiola has recently explained Phillips doesn't fit into his tactics which is the main reason he barely receives any game time. Kalvin has played just 318 minutes this season but scored a goal in the Champions League.
The Englishman will decide his future between January 22 and January 28. Atletico Madrid, Juventus, Newcastle United, West Ham and Crystal Palace are also interested, with West Ham pushing really hard in recent hours.
