July 1 is the cut-off point for contracts, with players tend to become free agents at this stage.
Chelsea is a particular case as they've only released two senior players for free - N'Golo Kante (who they wanted to keep) and Tiemoue Bakayoko (whose contract was actually until 2024).
Even then, they've already done a lot of business, as Kai Havertz, Mateo Kovacic, Kalidou Koulibaly, Edouard Mendy and Ruben Loftus-Cheek are already departed. A few more players are set to be on their way out as well.
At the same time, the Blues completed two incoming transfers: Christopher Nkunku and Nicolas Jackson have already been confirmed as new Chelsea players.
